The hand icon is part of the Hey feature.
By pressing the Hey button, you will be able to send your mutual follower a push notification.
Heys can be sent and received only by mutual followers while viewing or in the middle of a stream, or from the mutual followers section in the activity tab.
Use this feature to invite your friends to watch your stream, join in for a collab, or just say hello.
